Because anyone can join and anyone can post. The only way to prevent it is
if someone were to preread every single post before it gets sent out to
everyone on the list.

Or to have everyone wait for approval before joining. Not only is that
offputting but how would someone go about checking?

Are you volunteering? ;-)

Spam happens so rarely on the list (famous last words ;-) that it really
isn't worth the extra hours of work involved in preventing it.
