I've often wondered how homeopathic vets get around the law. Anyone
know? I'm guessing that perhaps they write a medical exemption to
vaccines for their patients?

No rabies on Vancouver Island, so no law about that. It's not rabies that
most vets want the animals to have, it's distemper and a couple of
others. The thing is, if the vacs *really* work, then an unvaccinated
animal should pose no danger to the vaccinated ones in their clinic. I've
actually heard of 2 vets in the Victoria area that will neuter without them.
