Is the below Gaelic? If so how do you pronounce Laoghaire?

Laoghaire - I lean toward - Lee ga ruh - with a gutteralish g-sound.
My instint is to accent the middle sylable but I know that is probably
incorrect, it should be the lead sylable. But I'm no expert.
