Type in "HTML tutorial" in Googles search engine and you'll come up with
pages of links. The one that I especially like for kids is

Any text editor will work. And there are free HTML editors (there's a
free online one at Lissa's site) but if they're too limited, you
might want to look into Macromedia's Dreamweaver. They have a *very*
generous discount for educators (which includes homeschoolers). I
can't remember what the individual retail price for Dreamweaver is
but I think it's $99 at discount. But the whole suite of programs
(including Flash and Fireworks (a drawing program) is $600 retail but
$150 or $199 discount.)

First and foremost, beginners ought to understand what web standards
are, and what a standards compliant website looks like.
For web standards, the World Wide Web Consortium
http://www.w3c.org
What gorgeous standard compliant websites look like, you have to go
to the mecca of cascading style sheets,
http://www.csszengarden.com
And the 'it' crowd's sites for the latest in web design
http://www.alistapart.com
http://www.k10k.net
All of the most important web designers have websites and blogs,
The Godmother of Web Design

(who has an awesome blogroll)
The Godfather
http://www.zeldman.com
http://www.asterisk.com
http://www.meyerweb.com
http://www.mezzoblue.com
http://www.stopdesign.com
That's as good a start as any.
